I've seen an episode that sort of fits this description, except she is handgagged, not tape gagged. Her dad is a Japanese vet who is having a flashback and thinks he has to blow some building up that he failed to destroy in WW2, or something like that. The girl is captive on a roof, and when police are searching the area he handgags her.
Its been about 15 years since I saw that episode.

A water tower! That was what the father tried to blow up.
She was kneeling with her hands tied behind her back, I think it may have been a handkerchief tying them. Then when he thinks the cops are near he kneels behind her and gags her.
I really dont recall her being gagged in this episode, but I may have a faulty memory or it could have been edited.
It may have been titled "The Return" or "The Reunion" or something like that.

Same episode I'm referring to. "To Hell With Babe Ruth". The handgag scene occurs as you describe near the end.

The plot is that the father was a Japanese agent who was supposed to signal the planes attacking Pearl Harbor on Dec 7, 1941. He was captured and pretended to be crazy, was committed, and actually became insane. He escaped, and abducted his daughter, thinking it was his wife. He tied and gagged her, removed the gag, then at the end brought her to the water tower where he thought he was going to signal the planes (believing it still to be 1941). He was shouting the episode title, which is historically what the Japanese pilots yelled as they were taking off from their aircraft carriers on the way to attack Pearl Harbor.
I found my tape, and will go over it tomorrow (Sunday) and come up with main scene times and add to DB.
It's actually an unintentionally rather funny episode. Then again, I thought that of most of this series.

The episode in question was titled "The Lonely Hunter." Hopefully we can get a database entry going for this, and hopefully it will air again so the rest of us can get a look at it.

JANE DOE Gag Scene
The woman who's gagged is Pamela Reed, NOT Stephanie Farcy. Easy mistake since they're freakin' twins.

Pam's 55 now, so it's not a "hottie" scene, but ANY scene with a nice cleave-gag in this duct-tape gag infested world is GREATLY appreciated by yours truly.

Here's a pic of the scene. I did the best I could to clear it up but not much worked.

Possibly, but could'v easily included a gag scriptwise later on at the climax - for M Baxter - would LOVE to see her get the FULL treatment for old times sake.

What puzzled me about the promo was the fact it was Lea, Lea, Lea, Lea in every clip until the gag scene, so I just thought it had to be her, just a funny camera angle. Disappointing, but hopefully Lea or Kellie Martin will see a scene before this series of movies ends.

You know that some people pay egregious money for speaker cables so if we took the regular rack, pillory, stocks, etc. and did a marketing job on them, prettied them up like this stuff, wrote a bunch of glowing marketing BS to go with it, we could probably sell the hell out of them! Hmmm.....

The ratings for this show have not been encouraging, so
it may never run again. We'll see how it goes.

Ah, that actually pleases me. Pamela is one that's needed
a good scene for a long time.

Stephanie already had one in Eye to Eye.

Does anyone have the stephanie Faracy scene from eye to eye? Holy grail of mine for years.....any info would be appreciated.......Thanks

actually

I remember her having at least three...
1.The one in question (with the linen strips)

2. One that was her recreating a crime of some sort (in a dress and heels)

3.and one where she shared her predicament with her male lead.

The second one I saw so briefly I don't remember well enough to put in the DB and the third one I missed but I had read somewhere that it happened

Hawaii 5-0:To Hell With Babe Ruth-Part 1
Here are the scene times (includes commercials):

She is abducted at about 18 minutes in. Nothing really here; she's just dragged off by the arm.

1st scene starts at about 26 minutes. It's the 2nd scene after the 1st commercial break. Cue in after McGarret asks about a house. Cut to an old house.
Wing is kneeling on the floor. Her hands are bound behind with a white scarf (though we don't acutally see that until later).
She is gagged with a wide strip of white tape for about 1 minute. There are several great headshots and one good full body shot. Then there is a good close-up ungagging scene.
The scene continues untul about the 29 minute mark.

At about 42 minutes, there is a quick rooftop scene. There is a short close-up on her wrists bound by the scarf. She is trying to loosen it (wasn't too tight to begin with).

Hawaii 5-0:To Hell With Babe Ruth-Part 2
At about 45 minutes a longer scene occurs on the roof; several shots of her kneeling with arms behind.
At about 46:30, the handgag begins in a long-range shot. The shot lasts only a few seconds as the final commercial break begins.
After the break, the final scene begins at about the 50 minute mark. There are three mid- to long-range cuts of the handgag interspersed between scenes of McGarrett & company closing in. A long scene on the rooftop continues with intermittent shot of Wing still kneeling and bound. She is untied at about 54 minutes.

"She Spies": A Possibility??
I don't mean to unduely raise hopes, but the 'WB' affiliate in Portland, OR., is advertising next Sunday's episode of "She Spies" as "All New". Further, the trailer they ran did not stir any memories in my mind of past episodes, and the most encouraging aspect of it was that one brief scene seemed to show "Shane" [Natashia Williams] being shoved into the back seat of a car. For FYI purposes, the trailer makes reference to " 'Joe Millionaire's' Evan Marriott" being the main guest star. I'd be the first to admit that I'm speculating here, so I'm not making a posting to the Alerts Page. Still, I will be armed with a loaded VCR at 12:00 noon next Sunday when the episode is scheduled to run in my part of the Great Northwest.

Dalziel & Pascoe
Update from the UK. One of the BBC's top rated cop shows Dalziel and Pascoe just came up trumps. An actress called Anna Lauren playing a zoo keeper in this episode is kidnapped and stuffed in an animal carry cage bound & gagged (Hands in front/ankles/black tape gag). It continues into a second episode tom orrow after which i should be able to post a full entry in the db.
