Perhaps the Black Canary or Zatanna was gagged more often than either one?

You never know. It's happened to the character in comics before, if rarely.

In Marvel's Superhero Squad animated TV show, there was an episode "1602", where Scarlet Witch once again time travels, but this time to the witch trials. She is immediately manacled up to her trial and then tied to a chair on a catapult before a lake. She gets tied up a lot when she time travels. I'm guessing the writers visit this site, because she excessively tied with rope, lol. The 1602-version of Ms. Marvel is left behind a shed in stocks and OTM gagged (with putz Thor). Lots of struggling.

Lois Lane has at least 11 gagged scenes and endless bondage scenes.
Mary Marvel has at least 33 gagged scenes but almost all for her normal kid persona, not for her quite delicious other persona.
Black Canary has at least 17 gagged scenes.
Zatanna has at least 12 gagged scenes.
Wonder Woman has at least 15 gagged scenes, and it's probably the one that has been put in bondage more than any other comic book character.
The numbers might seem odd but remember that Wonder Woman and Mary Marvel were already published in an age where comics were allowed to be quite repetitive with their plots and situations. Lois was active in that age too but she wasn't the main character of her own feature (not at the time).

Thanks for the information! Remember also that three of those characters, Mary Marvel, Black Canary, and Zatanna, had powers that could be neutralized by their being gagged, since these powers all emanated from their mouths. Mary Marvel became a superheroine after uttering the word "Shazam!", the Black Canary had a supersonic cry, and Zatanna uttered magic spells. I wish there were more such superheroines.
Other female superheroes who are often bound and gagged are those who have superior athletic ability, but are otherwise normal humans, or simply those who don't have quite enough strength to break free of ordinary restraints.

If a villain uses something that similates a red sun (to make her weak, like Kryptonite) on her (some back room trap), then there's chance. Magic has always been a vulnerability for the House of El as well. Then there's always the possibility, she lets herself get kidnapped to not blow her cover. Comics have exploited these distress techniques for decades. :)

She did get bound, though! It's only a matter of time before we see Captain Marvel under *some* kind of restraint. Now, gags, I agree, they're less likely to happen. Who knows?
