This is something that perplexes me to no end. If the villain has duct tape with which to bind the damsel, then why doesn't he gag her with it? It seems the obvious thing to do; it's a simple matter of tearing off a few more strips of duct tape and placing them over her mouth.

Because the actress rather not having hard glue on her mouth and a stuff gag is simple and leaves no marks.
As for sense? no sense.

Re: Best surprise scene(s) ... 2019
I'd have to say "Ready or Not" with Samara Weaving. I was expecting a standard horror movie and not scenes where a household full of people were hunting down a young bride. First there was her tied up in the backseat of a car, then spreadeagled with what looked like a penis gag on a table (plenty of mmmphing), then later a really good hand over mouth both standing and held down on a table. Some great scenes in a good movie to boot.

Re: Psycho Party Planner
That annoys me as well when the actress is bound but not gagged with tape and uses a different gag. If an actress doesn't like the feeling of tape/glue on her mouth she's in the wrong line of work, when you're an actor or actress you'll occasionally have to do roles with some physical discomfort. If it's too much to have tape on your mouth for a brief scene that'll likely take just a couple of days to shoot, you're in the wrong profession.

Why? They don’t owe you anything.

my little margie
Looking for a sort of remembered episode that ends with a tied up Margie being carried OTS by a client of her father while everybody laughs at her situation.

Ring any bells, it is not the episode listed in the scene data base.

I never said they did. Just it's ridiculous to be picky like that when as an actor or actress, you know there's going to be the occasional physical discomfort filming certain scenes. I reckon having tape on your mouth is hardly the most physically uncomfortable situation to be in.

I've read in posts on this forum that film crews do what they can to alleviate the actress's discomfort. This includes placing non-stick backing between the duct tape gag and her mouth, applying and peeling the tape to a surface multiple times to reduce the amount of adhesive, or simply applying the tape very loosely over her mouth. I often wondered why actresses consented to be gagged with wraparound tape gags.

We see an example of this (complete with gag anomaly) in the Sweet Valley High episodes "Kidnapped", Parts 2 & 3 (1.20 & 1.21). Elizabeth Wakefield (Cynthia Daniel) and Jessica Wakefield (Brittany Daniel) are abducted separately by the same kidnapper in consecutive episodes. Each girl is silenced by means of a wraparound tape gag. But, when their captor removes the gags, he simply pulls the wraparounds down as though they were cloth OTMs. Obviously, the adhesive qualities of the tape had been reduced for the actresses’ comfort. Which is all fine and well; but the actor playing the kidnapper should have unwrapped the gags as though the tape were still fully adhesive. I’m surprised that neither the actor nor the director picked up on this.

Not exactly DVD, but the big background poster for Mrs. K’s premiere had the damsel bound and gagged for all celebrity guests to see and take pictures of. The same damsel is also ping-pong gagged in the movie.

This has become non-productive. Nothing further along the lines of complaining about the scene. You can't change it.

Yeah, actually a very similar scene happens in the movie "The Snowman", which is a couple years old but I just caught it for the first time a couple nights ago on FXX. Charlotte Gainsbourg is restrained in a chair with a wraparound duct tape gag but after the climatic fight the hero just pulls the thing down like it was a regular OTM gag.
BUT...as an example of a little bit of REALISM, I noticed on the other night's episode of Law & Order, SVU, when Amy Hargreaves had her "regular" (i.e. "non-wraparound") tape gag removed during her rescue, Mariska removes it REALLY slow, kinda comforting her all the while in an "I'm sorry...I know it hurts" way....while Amy is wincing in obvious discomfort...and finally just gives a really fast yank at the very end...probably like a really sticky piece of tape would be removed in real life.

By the way...for those who keep track of such things, the actress in question is Jud Tylor (now there's a name you don't see everyday!). I noticed no one had posted (or asked about) her name yet.
