The movie ran on TCM this afternoon, and although this description fits the scene to a T, I'd be comfortable with a bit more documentation as to the actress' identity. Freeman, although listed as uncredited by the IMDb, plays a named character ("Gertrud Holf"), but no woman character is referred to by that name in the film. The "hunting lodge maid" appears only in the tieup scene and isn't referred to by name at all. The IMDb lists an actress named Elizabeth Slifer in an uncredited appearance as an unnamed woman character.

Unless someone who has perhaps read the novel or seen the other filmed versions of this story can back up crediting the name of Freeman's character for the hunting lodge caretaker, or can point to photographic or other evidence identifying either Freeman or Slifer as the actress tied to the chair, I think this should be listed under "unknown" with the possibilities detailed in the entry.
