Description: Episode: "A Freezing Spell!" (1.2)

Susie encounters a hostage situation at a bank. About eight minutes in, there's a quick and extremely long shot of some of the bound (and presumably gagged) captives. Around the 15' mark, there's a closeup of Susie with her mouth gagged with light brown tape, her hands in the air. Later, she pulls off the tape.

The rest of the sequence involves mostly long shots and background shots, with a couple of closer ones of the bound (rope around their upper torsi, wrists behind) and tapegagged hostages of both genders. The best is a pan of five of them, two males and three females.

The sequence ends about 22' in, after Kiyo and Zatch save the day.

Can't vouch for the scene but tv tome shows that episode as 4.16.
Yes, animated, although they occasionally have a scene that isn't.

taser, leads the Smiley Town members to the school. Linda is bound and gagged, but can still walk]
