"It is the TV movie Callboys - Jede Lust hat ihren Preis (1999). It was only intended as a single movie, but ratings and reviews were above average, and the station SAT1 decided to add at least two more shows with the female lead character, the cop Michelle Eisner."
"Details are a little sketchy, but I do not think you missed anything bondage-wise. There was only a blindfold scene with an unknown actress in the first half, but a consensual one without bondage, which didn't warrant putting the show into the DB."

Okay, mark for ref:
almost 100% sure this same as just re-aired.

Rough 40mins in, have a blindfold and slight wrists spread sex scene. There a [metal-ornate barred wall/divider?]. Red rope is run through it and down around wrists, arching unknown whom on her front, upperbody upwards.

Peter said, "the female lead character, the cop Michelle Eisner."
So right off then, Ann-Kathrin Kramer be the one whom walked in and watched the act through the bars.

Recognised Marion Mitterhammer from the dog show, so unknown not her either.

Billy Hatcher
This still hadn't been caught:

For entry 9616, Billy Hatcher, there's one thing not mentioned about the ropework. The damsel is standing in a large mass of rope, with only her head, hands and feet sticking out. The hands stick out in the back, palms facing outward.
