You are correct, and it was also the accepted meaning on THIS site way back in the day (for those of us who were here from the beginning). Definitely meant wrists bound behind, ankles bound, and gagged. That was the "full treatment".

This low-budget movie features THREE beautiful women bound and gagged. The last two are barefoot when they are captured by the dastardly villains and bound and gagged in the back of a van. One of them unties her girlfriend's wrists with her toes. They weren't wearing shoes, but one of them did use her bare feet to initiate escape.

Description: Release dates vary between 1977 and 1987, depending on source, but the actual scenes were filmed in 1987.

Dianne (Wiesmeier, a former Playboy Playmate noted for her large natural breasts) is abducted in the woods by two creeps at 14-18mins. When she gets grabbed and handgagged, they tie her hands behind her back with white rope and tightly cleave gag her with a blue bandanna; all onscreen to much mmpphhing and struggling.

After tying up her boyfriend as well, they take Dianne to their car and drive her to a storeroom, where she is dragged to the floor and raped offscreen. At 23mins we see her sitting on a chair, hands now tied to armrests with rope, gagged as before, feet not visible. One of the creeps returns to ungag her, then molest her some more.

Much later, at 54mins, college friends Terrie (Houser) and Karen (Harling) are kidnapped in the woods by the same guys. Both cuties are again grabbed and handgagged, then shown lying in the back of a van; hands tied behind their backs with rope, feet unbound, and each cleave tightly gagged with a scarf (yellow for Terrie, pale pink for Karen).

Cue lots of nice struggling and gag-talk as Terrie manages to sit up and use her toes to untie Karen's hands. Hearing the creeps about to return, they quickly feign having their hands still tied, but are shocked when Dianne (hands re-tied behind her back and re-gagged) is brought in to join them. Left alone again, Karen begins untying her too while Terrie dispatches of their captor in a gutsy way. They finally escape at 1hr 6mins.

All times based on the 2019 Blu-ray edition.

Attire-wise this is quite a skimp-fest. Dianne wears an unbuttoned red T-shirt (breasts in full view throughout her first scene), white workout shorts, and matching sneakers. Terrie wears a plaid T-shirt, khaki shorts, and is barefoot. Karen wears a lilac tank top, pale pink shorts, and white sneakers.

Best back to back scenes
Best scenes where the damsel is bound and gagged back to back with another damsel or even a putz? Espescially if they contain gag-talking between them, struggling etc.

It's actually a re-release of "Deadly Expose" (2017), under a different title.

In the movie Get Smart, Anne Hathaway’s hands are tied overhead in the SUV. She removes a shoe to try to retrieve a knife from Steve Carmel’s pocket.

In The Phantom (1996) Kristy Swanson is tied up sitting in a chair. The bad girl (Catherine Zeta Jones) is admiring her boots and removes one to get a better look. Includes some socked feet close ups.

And I believe there is a seen for Yvonne Strahovski in Chuck. I think I recall a scene where she’s tied up and barefoot.

not sure if this counts but ...
the Game Farcry 5 has a few cutscenes in the early stages where one of the fellow police officers captured and is tied and gagged she's the only female on of the team but you see her a few times with a nice tape gag,(it also shows her on a re-run tv clip when you watch the TV's in some the houses) in addition throughout the game you come across several civilians bound only but its a mix of both male and female captives in which you get to free them. no other gagged ones though.

I rented this back in 2017 because the promo tease looked very promising. Melissa walking into a room with a guy in a mask saying 'nice of you to join us.' Melissa is then stun gunned unconscious. In the movie she wakes up from the dream right after the stun gun part. Infuriating. Later she's captured but not tied and allowed to drive her car to the bad guys hideout area.

I totally missed the b&g scene for the other girl while skipping thru the movie.

It also looks like Lifetime has slowed any premieres lately as the Hollywood shutdown is really going to start showing in the next few months.

In the episode 'Caught by the Killer' from 'The Bill', actress Sally Rogers has her boots taped to the legs of an office chair to stop her moving around so she has to wiggle her foot out of her boot so she can freely move around, bit of gag talk while she struggle to get her foot out.
