Lengthy scenes at about 3 mins and 1hr3mins, as well as (literally) blink-and-miss scenes throughout.

If you're squeamish I'd suggest skipping the first scene.

Further research using the database gives me a possible match, copied below. Can anyone confirm? I have a hard time finding images of this movie. Also, although the dialog is definitely not English and sounds like German, I don't speak German so I don't know if its even German. This separate scene starts at 9:56 in the download referenced above.

Description: German TV movie. Anna (Bernadette Heerwagen) and Dorian (Zora Holt) attend a private school in the Alps. During the holidays Dorian wants to spend some time with her lover. In her place she sends Anna on a trip to Venice Dorian's father has planned for her. Unfortunately, Anna also gets kidnapped in her schoolmate's place after only a few kilometers. In the twisted story that follows, everyone sooner or later finds out that the kidnappers have got the wrong girl. Everyone except Dorian's father, who would not pay the 2 Million Dollar ransom for Anna.

Anna is injected with a drug during the abduction and still unconscious when taken from the car. By now they have also blindfolded her with a scarf and tape-gagged her. Anna is carried over the shoulder into the kidnappers' hideout, a blockhouse. Blindfold and gag are removed when she has regained consciousness, but they keep her chained to a bedframe with a pair of handcuffs, separated by a chain maybe 50 cm (1.5 ft) long. Anna is not gagged for the rest of the movie but blindfolded again before let out of her room. In the second half of the movie, there are more scenes showing her blindfolded and with her hands cuffed closely together behind her back - possibly a different set of handcuffs is used here. Anna is wearing a white blouse and a knee-length skirt. She is barefoot.

In the second half, Dorian finds out that her lover is involved in the kidnapping. To gain time, he ties her (offscreen) to a wooden chair with tape, hands behind her and one leg to each chair leg. She is also tape-gagged. The tape in use is not the ubiquitous silver duct tape but a brown tape common for sealing parcels and cardboard boxes.

The chair is not very large - Dorian could probably topple and/or break it if she tried real hard - , and she is wearing a light red-and-white summer dress. Therefore, her bare legs and feet are nicely displayed in the chair tie. There are also close-ups of her face.

Silent Witness: In a Lonely Place part 2
I have not had a chance to watch this one properly yet but there are some nice scenes with a damsel strung up hands over head, blindfolded and ball-gagged.

The second scene is from the movie "hold me, thrill me, kiss me" from 1992 with adrienne shelly as the damsel.

Her sister is jealously and she didn't want, that she is going out with the hero of the movie. So she cuffs her sister in the bathroom of the trailer, they live in. The hero breaks in, frees adrienne from the bar, but couldn't open the handcuffs. So they have a date, with her still in handcuffs.

I did, the description rang a bell before I downloaded the clip to confirm it. It is the German TV series "Eine Frau wird gejagt" with lead actress Nicola Tiggeler. Aired 1995, so the 20 year guess was close.

The Streets of San Francisco
Description: Episode: "Chapel Of The Damned" (2.16)

The episode concerns a wealthy woman whose daughter is kidnapped for ransom. The wealthy woman has a psychic advisor helping her out in the search for her daughter. Turns out that the psychic advisor is behind the kidnapping.

Though the daughter is kidnapped early in the episode, she isn't shown until the end of the episode when a cop finds her in the trunk of a car. Her wrists are bound in front with lots of rope and she's over the mouth gagged with what appears to be a towel. For audiophiles there is a fair amount of mmpphhing from inside the trunk as the cop approaches the car.
