Just substitute "rails" for "tracks". A train can run on only one track at a time. A track is a structure of two rails (hence railroad or railway) mounted on crossties or sleepers, on a bed of ballast. A damsel is tied to the rails, and unless she is about twelve feet tall, can't be tied to those of more than one track. "Tied to the tracks" is like "tied to the telegraph poles" or "drowned in the rivers". It simply sounds wrong. "Tied to the track" (singular) is perfectly correct, though.
