I identified the wrong actress of the scene. The actresses name is not Alicia Plaza. The correct name of the actress is Ofelia Cano. Sorry about that.

[1899] Planet Earth (1974)
Saw this and wrote a more detailed and accurate description:

A pilot for a Gene Roddenberry sci-fi series about a 22nd century organization attempting to rebuild civilization after a great apocalypse reduces mankind to fragmented people living in widely divergent colonies. The Harper-Smythe (Margolin) character got the full treatment previously in “Genesis II”, an earlier Roddenberry pilot using the same concept and characters, though she was played by Lynn Marta the first time.

66 minutes in, the bad guys pull Harper-Smythe out of a vehicle sporting a light grey cloth detective gag with her wrists tied in front and ankles bound together. One of them cuts her bonds while another holds her still. She is then walked a short distance where the same two villains set her on the ground and hold her down spread-eagled, though her left arm is clearly unrestrained in close ups. The villains’ leader pulls out a knife to stab her with, eliciting some obviously post synched mmph noises from her as she is still gagged. The hero attacks the leader causing the men holding Harper-Smythe down to stop him, allowing her to escape. Although we don’t see the gag removed it hangs around her neck for the remainder of the scene.

Harper-Smythe wears a crocheted sleeveless top, a long cape-like skirt that’s open in front to reveal a loincloth, and futuristic lace up calf high sandal/boots.
