From the 1940's, of course a lot of serials. Linda Stirling and Frances Gifford were my favorite heroines. And then there was Claudette Colbert in "Palm Beach Story." Great way to start a movie!
In the 1950's, Phyllis Coates. "The Adventures of Superman" and "Panther Girl of the Kongo." There was also a French movie, "A taste for Women." I think that was from the '50's. Great scene inside a decadent club.

BDSM as a lifestyle
While 50 shades may have been a horrible story of what happens when sadist falls in love with a virgin, it was possibly the last movie where they looked at a BDSM relationship with all its details like bondage, metal and control. Are there any other movies or shows since then that have showcased this type of a theme ?

The episode listed as airing on September 14th on the Holloaks site shows the aftermath of the knockout. Peri wakes up chairtied in a basement but unfortunately not gagged. She is seen through out the episode as the captor brings her food and a blanket. The episode ends with her still held captive so there's always a chance she gets a gag in the upcoming episodes.

I can't think of any recent ones that focus on females as submissive. The other side gets all the attention.

However you could try the novel Owning Regina, which is about a F/F BDSM relationship, told from the Domme's POV - with a fabulous chapter where the pair switch roles and the domme spends the evening in some rather strict bondage.

Zorro (1990) - An Explosive Situation - Patrice Martinez
The database entry says the girl gets gagged onscreen but no matter the source, there's no onscreen gagging. Is it just a database error or all the sources I found cut away the onscreen gagging?

There's Love and Leashes - the webtoon featured a scene where the domme was bound and blindfolded. From memory she wanted to understand what her sub was into.

I haven't read the whole thing but would like to (it's hard to find it all in one place), any advice would be welcome.

The Estate (2022)
Just added to the database the scenes mentioned last year involving Toni Collette and Rosemarie Dewitt. Like the film itself the scenes are nothing special, but I consider the Dewitt scene decent enough (I always had a thing for her, so that might explain it :).

Description: In this comedy about warring family members hoping to get a piece of a dying aunt's estate, Macey (Collette) is awakened by her sister Savanna (played by Anna Farris) handgagging her, to which she yelps a brief MMPPH before being released. Very brief, happens 26 mins in.

A better scene occurs at the 57 mins mark, when Savanna is fighting with her bitchy cousin Beatrice (Dewitt), trying to stop her revealing the sisters' plan to the aunt. The fight spills into the living room, and in a last attempt to stop Beatrice, Savanna handgags her. Some good MMPPHHing before she is released. Alas, despite Dewitt looking great in the film, the director decided not to give any close up of the handgag, so we only get a mid range view.
