Scene is near end.

[15] The Avengers (1961)
perhaps add-

The Nurse is captured at 35 minutes and seen again tied at 37 minutes. Mrs Peel is tied to the operating table at 39 minutes then to the rails at 42 minutes with short shots of her struggling from 43 minutes between shots of Steed fighting with the train driver and is rescued at 46 minutes in a 50 minute broadcast without adverts.

Narrow gauge ride-on large model train. Wearing leather suit (with some fabric in the top so not a complete catsuit as some other episodes).

[2000] The Rockford Files
Suggest (as broadcast in UK)

Sandy Blaylock (Howard) falls in with the wrong crowd. She is kidnapped for ransom as they believe that her father has the loot from an earlier bank raid. About 14 minutes in Rockford comes into her beach house just as she is being abducted and is attacked by the masked kidnappers. During the fight, Susan Howard's character is led quickly out of his back room by two heavies and you can just about make out that her hands are tied behind her and her mouth is taped, short scenes and easily missed. She then runs between her captors down to a waiting car.
Her father later does a deal to get her released, negotiated by Rockford to avoid Police involvement. Then she is kidnapped for a second time, taken at gunpoint from the house by a masked man and not physically restrained as she is bundled into his car.
At the end (51 minutes) she is seen in the villain's hideout hands tied behind and detective gagged. They take her outside preparing for another exchange when Rockford and a Cop turn up and she runs off when the shooting starts. We do not see her being found and released.
As shown in UK, times with adverts in a one hour broadcast slot.

[3045] Relic Hunter
Implausible (IMHO) escape by toppling an axe, mounted with a suit of armour, so that it falls between them and cuts the ropes, but misses them.
We see them between 42 and 46 minutes (inter-cut with shots of the villains recovering the crown) of a 1 hour broadcast with adverts.

[11815] The Shield

Some spelling (typing?) "withing" > "within", "hash" > "has", "invloved" > "involved" but assuming " humor" is OK in USA
Short scenes when shown in UK.

Suggest-

Couple of scenes occur within the first ten minutes. First, two cops find a dead man in the middle of having sex with a woman. They think she was crushed to death by his bulk (gotta love this show's humor), but it turns out she's alive. When they pull the body off, we see she's nude and has her hands tied behind her.
At about 9 minutes, the cops enter the dead man's truck. Behind a false panel, they find a cage inside are three dead woman lying in a pile, each with hands tied behind and duct tape over the mouth. There are no signs of violence. Short scene as shown in UK.
All four actresses involved are young (20s) and not bad looking.
