[1534] Fighting Fate (1921)
That doesn't look much like a gipsy wagon to me.

A typical Vardo was smaller than the area shown in the still, and had either outward-sloping walls or a cylindrical bow top, a bit like a Conestoga. Even straight-sided vans had arched roof beams.

The wall in the shot is vertical, the beams are roughly straight with what looks like plaster between them, and the "table", much longer than the damsel, slopes up at about 60 degrees. It also seems to have considerably raised edges. AFAIK, there's no similar structure inside any small horse-drawn wagon, or even a later motor-hauled one as used by showmen. The window's rounded corner looks a bit odd, though, more like a contemporary train window than anything else.

I'd say the damsel may have been imprisoned in a wagon originally, but was then transferred to a building and tied to the stairs. That gives us at least two scenes. Alternatively, perhaps the crew shot this scene inside a building (shades of Plan 9 From Outer Space), hoping the dumb audience wouldn't notice it wasn't a wagon. Of course, without access to either the film or the screenplay, this must remain conjectural.
