| Screencaps suggest that the shorts are really a slip or some kind of wrap around short skirt. I took a look at the video of the scene, and its still hard to tell exactly what she's wearing. In the one look at her standing up, it appears that its actually a pair of shorts, with a flap of cloth across the front to make it look like a skirt. I don't remember what they're called, but they were popular back in the 90s. At any rate, I updated the entry since it looks like a skirt, and I noted the time in the episode while I was checking.
